Selectmen unveil proposal for Clifford Park redevelopment

The Boothbay selectmen are hoping to turn Clifford Park into the community’s own version of a “Field of Dreams.”

The board unveiled a proposed redevelopment of the park on Nov. 12. The redevelopment would create more usable field space and provide additional recreational opportunities, according to town officials.

The conceptual plan includes expanding from one Little League baseball field to three, creating more space for the soccer and lacrosse field, a playground, a dog park and walking trails. The proposal also calls for a lighted baseball diamond.

The selectmen are now looking to assemble a building committee to turn the proposal from a concept into reality. The town will advertise for volunteers to form the committee.

Town Manager James Chaousis said the town was looking for a large committee to do everything, from identifying where to place and what color to paint the baseball fences.

Selectmen’s Chairman Steven Lewis said the redevelopment has “something for everyone.” But the project would have the biggest impact on the town’s youth baseball players. For years, the park’s one baseball field has been inadequate to host both Farm and Little League programs, according to Lewis.

“For years and years, participation in baseball has dropped off, and I think it’s due to a lack of field space,” Lewis said. “Anyone with kids has witnessed this. It’s been a nightmare to go down there and try to use the fields. This will now give the younger players a dedicated spot to play ball.”

The park’s new design also allows for multiple uses. The selectmen estimated that as many as three baseball games could take place simultaneously. The lighted field also creates the possibility of the town hosting Little League baseball tournaments. Lewis predicted the tournaments would bring in a lot traffic and boost the local economy.

“I can’t see anything negative about this,” Lewis said. “I see nothing but positive things and I’m very excited.”

Once the building committee finishes its work, the town would solicit bids for redeveloping the park. The selectmen anticipate placing the proposal on the May town meeting warrant. The selectmen are considering asking voters to borrow the money and use funds from the Tax Increment Financing district to re-pay the loan.

A potential drawback to the proposal may be a lack of parking. Selectman Dale Harmon said he didn’t see much available space in the conceptual design.

“I love this plan and support (it) in every sense of the word,” Harmon said. “I see a lot of field space, but not a lot of parking. Where are we going to put all those families?”

Chaousis said there was more parking space available than was seen on the design. But if parking became a problem that would mean the park was being used by people in both the local and surrounding communities.

“I actually look forward to the day when parking is problem in Boothbay,” Chaousis said.

The selectmen expect to assemble a building committee during their next meeting at 7 p.m. on Wednesday, Dec. 10 in the municipal room.
